The commander of the State Highway Patrol could be hired from outside of the organization, under a bill filed today. The colonel's job has always gone to a trooper who has risen through the ranks.
But the patrol has come under repeated criticism for its close ties to politicians, and for the mistakes of some of its members. Rep. John Faircloth, a Republican from High Point, is sponsoring the bill.
