Senate files first bill

Sen. John Snow has filed the first bill in his chamber.

The Murphy Democrat has filed S.B. 2, which would change the capital fund formula in the state lottery.

Details of the bill are not yet available, but Snow and other Western lawmakers have argued that their school districts have been shortchanged by the formula, part which is divvied up among areas with higher-than-average property taxes.

The bill is cosponsored by Sen. Martin Nesbitt, an Asheville Democrat.

He also filed S.B. 3, entitled "Smoky Mountains National Park Plate Changes" and S.B. 4, entitled "Clarify Emergency Judge Qualifications."

Two other early bills concerned hunting.

Sen. Richard Stevens filed S.B. 5, entitled "Continuing Crossbow Permit/Dealers and Manufacturers." Sen. Julia Boseman filed S.B. 7, which would allow hunting on Sundays.

Boseman also filed S.B. 6, entitled "Beach Plan and Insurance Rate and Deductible Stay."

Re: Rule review

I read your last sentence in a different context than you intended. Was funny to me.

Re: Rule review

One of those times when you don't know whether to laugh or cry.

It took me a while to believe there was actually a conflict about letting people practice falconry on Sundays.

It's my understanding that some groups don't want falconry allowed on Sundays because it's a slippery slope to allowing hunting on Sundays. Somehow the idea of birds "hunting" on a Sunday is a danger.

Someone, please tell me I'm wrong.

I stand amazed in the presence of...lunacy!

(And, yes, sing that last sentence to the tune).

Re: Rule review

cornbread I am still shaking my head over your last sentence.

Rule review

Boseman's bill might be an attempt to force negotiations during the Rule Review process on this item. She did the same thing with stormwater rules last year (filing a bill regarding rule changes that forced both sides to sit down and talk to each other).

Isn't the "hunting on Sundays" rule change issue more to do with falconry and crossbows and less about gunfire?

Surely birds can be allowed to hunt on Sundays without endangering the citizenry.

Re: Senate files first bill

Sorry hunters but we do not need hunting on Sundays. That is the only day that people can get out and walk in the woods if they want to without fear of getting shot. Even their own property can be dangerous during hunting season. And yes I love deer meat.
