Report: Tax revenue down 21% in April


State tax revenues were down 21 percent last month compared to the previous April.

A new report from state Controller David McCoy notes that tax revenues declined by $623.7 million in April of 2009.

That put the total decline for the year to date at $1.7 billion, or 11 percent.

The declining tax revenue is caused by a sluggish economy and high unemployment. It led to a negative balanced of $284.7 million in the general fund at the end of the month.

That deficit would have been higher but Gov. Beverly Perdue transferred $139.6 million from rainy day funds during the month and a Senate bill transferred another $250 million to keep the State Health Plan afloat, the report notes.

In turn, the deficit has led to slower tax refunds, with $224.6 million still unrefunded to state taxpayers as of May 8, according to the report.

Out of Touch

Un-due burden on state employees? Have you been paying attention at all to the real world? A eye- popping 11% of North Carolinians are out of work in the worst economy since the great depression. 21% decline in revenue... if North Carolina was a company there would be firings across the board. There are a lot of folks who would be 'glad' to trade places with the pampered state employee status. Be glad you have a job, be grateful, get perspective and pray we get through this period soon.

I would like Gov. Bev to realize that this shortfall is the burden of all NC citizens - state employees and teachers are not the only people living in this state and they are not the only ones who enjoy the services, roads, etc. Bev needs to stop treating state employees and teachers like credit cards she keeps borrowing against (pay cuts, furloughs). Kudos to the state for cutting 3rd grade pre-tests, which will save NC $93,000!

The bigger problem is the huge expansion in state spending that led to this mess in the past several years. Stop spending so much. Lower taxes in the state and, indeed, in the nation will expand the tax base, encourage economic activity and actually increase revenue. That is a proven economic principle. Let's take a ride to the top of the Laffer Curve...

This governor an the legisture needs to quit raiding funds that are speceficially designated for a specefic purpose an definetly quite raiding the highway trust funds for the purpose of balancing the state budget hwen the funds are especeialy designated for highway funding only thank you

I feel that the governor an the legisture should reinstitute the taxes that they have previously allowed to be repeal or reduced on coporations within this state an then the state tax base wouldn't be in such dire straights requiring such drastict moves to help replenish the lost tax revenue thank you
