maybe some tube tieing on females at age 14? sounds like a viable option along with vasectomies...the tubes can be untied upon marriage of course.

This line of Letterman's will probably go down in history as one of the classics. It is very good indeed!

Which brings to mind: there has been some talk that abortions may be included in Kennedy/Obamacare. How about vasectomies? Looks like in the long run the investment in a vasectomy on the front end would reduce costs on the back end, so to speak.
