Name one way you would change government.
I would like to see us go to a budgeting process that does not fund positions, department by department, at 100 percent. You're always going to have vacancies. I think you would find that most large corporations in America do budgeting that way. Instead of turning around and asking departments to revert money back to the General Fund, money unused, I just wouldn't fund at 100 percent up front. I'd like to fund at 96 or 97 percent.
