Richard Morgan is a former co-speaker of the state House of Representatives.
Early Life and Education
Richard Morgan was born July 12, 1952, in Southern Pines, N.C. His father was a car salesman.
He earned a associate's degree from Sandhills Community College and a bachelor's degree from UNC-Chapel Hill in political science.
Political Start
He worked as statewide youth coordinator for Bill Stevens's unsuccessfull 1974 campaign for U.S. Senate.
He then lost in a 1976 attempt to wrest 12-year incumbent T. Clyde Auman from the state House, as well as in a 1984 campaign against Democratic Insurance Commissioner Jim Long.
Political Career
Morgan, a Moore County Republican, won a seat in the N.C. House of Representatives in 1990.
During his eight consecutive terms in the House, he served as Rules Committee Chairman, minority leader and the muscle behind former speaker Harold Brubaker.
In 2003 he brokered a deal with Democrat Jim Black to be elected the state's first Republican co-speaker of the House.
Art Pope supported Joe Boylan in his eventual win against Morgan in 2006.
Superintendent '08
In 2008, Morgan filed to run for superintendent of public instruction.
He defeated Tryon resident Joe Johnson and mushroom farmer Eric H. Smith in the Republican primary, winning 51 percent of the vote.
He lost to incumbent Democratic superintendent June Atkinson in November.
