Perdue makes no patrol leadership changes

Gov. Bev Perdue announced no leadership changes in the N.C. Highway Patrol after a spate of trooper trouble, but reiterated her "zero tolerance" policy for misdeeds.

Troopers will have to retake and sign their oaths of office and undergo ethics training, the governor said today.

But there will be no shakeup at the top of the state law enforcement agency, reports Michael Biesecker. Patrol Commander Randy Glover will continue to the lead the agency, and N.C. Crime Control Secretary Reuben Young will continue in his role, she said.

The governor spoke privately for about 15 minutes today with a group of leaders from the highway patrol, which has been dogged by questions about the behavior of troopers after a string of firings for sexual misdeeds and arrests for drunken driving.

"Perception is reality," Perdue said afterward to reporters, stressing that the agency had been tarnished by the behavior of a few bad actors. She also chided the media for not reporting about the good work she said the patrol does.

Perdue's spokeswoman cut off the questioning after about 15 minutes.

Your Solution?

So your solution is that the misdeeds of the rotten apples contaminating the entire barrel are suppose to be ignored?   The press isn't suppose to report what's going on?  The taxpayers aren't suppose to know what's happening?  The misdeeds are suppose to be swept under the rug?   Give me a break.

The troopers (and their wives) should be happy this is coming to a head and that the press is finally exposing the problems within the department.  Although the governor doesn't seem genuine in wanting to clean up the patrol the exposure of these problems by the press will eventually force her to do so.  Once done it will bring back the respect the HP deserves and will open up leadership opportunities for the deserving  troopers.   

What you should be "sick and tired" of gagem2 are the cover ups of the misdeeds of the rotten apples so that the good troopers can once again shine.   Quit whining and rejoice in the fact that the good troopers will be set free. 

Major Changes to SHP??

... at least that is how WRAL is reporting this.  Frankly, at least the N&O isn't trying to sugar coat Perdue's response to make us poor simple minded voters to think that she is actually holding them accountable for their actions.

No apparent terminations from their top brass and a desire to "reorganize" the department is just Perdue's way of creating more bureaucracy and giving her more political positions to appoint to - while keeping her favorite officers (Glover & Young) in a job.

Ethics training ... likely will be just some online training that the average patrol officer won't even remember doing 15 mins later.

As to resigning their Oath of Office ... just another piece of paper that will be buried in every officer's permanent file and forgotten about just like the ethics training. 

Perdue's response to this is no response at all, but considering all the other ethics issues which seems to plague this administration, her response is the one most expected.

When is our governor going to stop acting like an over protective mother and actually do the job we elected and paid her to do?  Be the governor and clean the house.

This is an old story.  There is a branch of state government that is saturated with venality and a slouchy and unsavory ethical atmosphere. Perdue's tack: Say "Homina Homina" until the newspaper articles and coverage vanish and then go back to the usual hijinks. As if we haven't seen this a zillion times before.   Sometimes, I garner the impression we just re-elected Mike Easley. Ucch.

I agree with you and do appreciate all that any service men/women do for us. Its just a shame that they publish these situations.  It is very upsetting I am sure to those that take their line of duty seriously.

Well as long as they are able to sport blackberries that our tax dollars pay for..........They should stop the incest within the HP! They should stop enabling it and put pagers back on them! Pagers are for emergencies; not texting, sexting, pictures or internet!   I think that its so embarrassing!

More wasted money.

Just how much did it cost the taxpayers for the 160 or so SHP Supervisors to make the trip to Raleigh to have their hands slapped ? The SHP has always been the "Darlings" of the Governor's office. I retired as a Supervisor with NCDHHS where I supervised the same area as the local NCSHP 1st Sgt and drew l/2 the salary, this isn't unique but is fairly true statewide for all departments. I agree that the Troopers deserve what they are paid but feel that the rest of the state employees should be paid equally for comparable jobs.  Get the politicians out of the Personnel Business with the SHP where they determine who is hired and promoted. The recent problems that have come up are not new, the reporting of them is what is different instead of just transferring offenders and sweeping it under the carpet like the Glover problem was handled.

The root of this problem,

The root of this problem, one being endemic to all state agencies and corporations, is a reduction in expectations of employees.  This didn't happen overnight, it took place over many years.  Managers are held responsible for underlings, but they have no input into the hiring of these people.  The "good ol' boy"system is one that many decry as being the problem.  In it's purest form it could be reworded as "talent recognizes talent".  The effort of state agencies to distance themselves from any perception of nepotism or cronyism has resulted in the hiring of people in years past that never would have been hired, people who have managed through the same mindset, to advance and be left responsible for managing those agencies.  Lack of talent recognizes it's own as well.

Here we have the good ole' boys network in force. Perdue is not about to fire someone she hired. But it does amaze me that the SHP think they are entitled to more and better benefits then other State employee's. State employee's have not had a raise in two years. Don't give me the sob story that you are entitled to a raise but we aren't.

Sick and tired of this!

As a SHP wife of 15 years, I am getting sick and tired of all the nasty articles and comments that is haunting the SHP.  There are 1800 troopers on the road and the media is causing the general public to perceive ALL of the SHP as being "bad apples".   Ever hear the saying "perception is peoples reality?"    Seems awfully funny it is just a handful that are causing the issues....and what do you know....they are mostly command staff!

Over the past 10 years the SHP has lowered it's standards just to get people to apply due to budget cuts, etc.  This is a thankless job!  It really stinks for those of us who are SHP families and friends having to watch the media drag the entire organization through the mud.....and for what????.....a handful of unethical individuals?  No one ever wants to talk about the good things.  What about those of you who have been broken down on the side of the road that have been assisted by the SHP? What about the charity work that they do?  What about the fact that they keep our roads safe?  Those of you who criticize, feel free to apply and walk a mile in a Trooper's shoes.  As a wife, I have spent many sleepless nights worrying if I would see my husband in the morning.  It takes a lot of guts to stop a violator in the middle of the night.  And yes, the job is the choice he made to do.....and yes, it was to PROTECT AND SERVE YOU, THE PUBLIC!!!

The SHP organization as a whole should not be made to look bad because of a handful of individuals who probably shouldn't have been hired by the patrol in the first place.

Why did she even bother to have a meeting?  If she thinks her bogus meeting with the HP leadership will calm the public perception of this department - and her - she is sadly mistaken.  If anything it caused me to lose what little respect I had left for her.   

So what was all the hype about in the N&O story ("significant changes will be made")?  Where are the significant changes?

Perdue Is A Failure

With the level of scandal in NC government agencies it is clear that Gov Perdue is way over her head from a management perspective.  And Glover should be retired or fired asap.

Bev, you flat out lied about not interfering in promotions.   The citizens of NC are tired of being lied to and we deserve better from our government. 

Are you and the Col going to take the training program and re-sign the code of ethics?  How much is it going to cost the taxpayers for the supervisory and ethics training?

Evidently you do are a very biased and stupid individual.  The Patrol has not had a raise other than what other state employees received in several years.  You must have been arrested by a member of the Patrol to have such hatred for them.  The reason that the Patrol has lost it's uniqueness is for the very reasons that you want changed.  Anyone that can walk and chew gum at the same time "must" now be hired because of  discrimination laws that exist. 

As a matter of fact, the Patrol had one of the best retirement systems in the country, until their money was taken and lumped into the general fund so the other state employees could receive benefits from it.

The new code of ethnics should have been in effect in the 90's when Glover was a Trooper, Line Sgt. and 1st Sgt. in Greenville, N. C. Someone should pull his file and see how many times his politician friend "Perdue" got him out of trouble. If the truth were known, he would not be Colonel and she would not be Governor. I guess they do not know the definition of the word is, unless it is Bill Clinton's "IS". It is a case where NO means YES. Please Governor Perdue and Colonel Glover, you should be the first to sign it, but only after the two of you take a polygraph. It is time for the two of you to confess your little charades. You opened this can of worms. How will the public close it? Why is the KETTLE calling the pot black?

I agree with writer SHP. It is easy to Monday Morning quarterback. Because of a select few everybody is deemed to be bad. Not so.....I am a retired LEO and worked with many a darn good State Trooper. They backed me up on all types of calls and situations in NC.

TROOPERS past and present that serve with honor thank you for your service. I personally thank you for  many years of working together regardless of the   uniform color.

Highway Patrol

I am really disappointed in the Governor.  I was hoping for a change and a change starting with the top.  Until this happens, true change cannot began to happen within the highway patrol.  Also, someone needs to realign the highway patrol training program and make it less paramilitary.  This affects patrol officer's god-like thinking in many instances.  The state highway patrol are not God's gift to law enforcement like they think.  They enforce traffic laws for the most part.  They do not investigate murders, breaking and enterings, etc.  But who gets the most pay and the most raises than other law enforcement agencies and why?  And who attracts the most bad publicity? 

I bet if you look in the state budget each year the state highway patrol somehow gets a pay raise when other state employees don't or a higher percentage!

 

What a surprise-NOTHING

Wow, so apparently, significant means a shake of a finger in front of your face. Lord only knows what drastic might mean to Bev. maybe even a literal slap on the wrist? Whipping? Probation?

 Hearing Bev talk of responsibility and accountability is like hearing Ken lay say "Honesty is the best policy." I told my girlfriend that if she gets a ticket from a trooper to go to court and say that he offered not to write the citation if she did a sexual favor for him. Her word against his - and who would believe a state trooper?!

As I said earlier today, Gov. Sugar Dumplins can't fire Glover because he knows too much about her skeletons. 

Stay tuned.  This is just the beginning.  There will be no change in culture with SHP because the troopers know that Glover not only got a free pass today, they know that he shouldn't be in the position at all.  They also know that Sugar championed Glover AFTER engaging in the very conduct for which THEY are now being held to a higher standard. 

Today's announcement only serves to increase resentment.  Too bad for Sugar that there is an Internet.  The days of one day coverage and forget about it by the liberal media are over.

I too was a patrol officer many years ago.............lets see....give me a local patrol cop...say RPD, who in addition to working as many or more accidents as a trooper.....answers all the other call related to real law enforcement.....the SHP does a good job doing what they do......ELITE.....only if that is a self awarded term...........hardly ELITE given the transgressions which have come to light....

No Disrespect Intended

But how does a law enforcement agency that only works wrecks, and traffic related issues demand and for the most part get so much respect.  I am a former LEO and basically being on a traffic unit was for the most part considered the doldrums of patrol. Very rarely do these officers make any felony arrests.  Why should they be elevated above the other men and women of law enforcement who work for municipalities and counties and do the job of a trooper everyday in addition to answering calls of service that involve threats of violence and felony investigations.  I just don't get it and I also do not think that it is fair or just that because they serve as the "protectors" of the governor, that they were allowed a statute that guarantees them a pay raise every year!  A pay raise every year despite the fact that other state employees face furlough or layoffs.  

 

Again I mean know disrespect as anyone that is in law enforcement of any kind deserves and gets my respect, just don't understand all the privileges and favoritism.

I commend the Governor's

I commend the Governor's concerns....and there has ALWAYS been some SHP members that took advantage of their uniform....especially if the young (or middle aged) DUI suspect wanted to "make ammends".

The recent rash of incidents is expected in today's "you can't hide" society.  So the SHP SHOULD do more to weed out their bad apples.

BUT, the managerial techniques of the Governor need to be improved.  YES, it was nice for the 160 "managers" to hear the message "first hand".  BUT, that could have been done through a PC based video conference....think about the cost of bringing them all in to Raleigh today....with our budgets.

The Governor could also have met with the folks in the field later on as she travels the state.  She could have had "one-on-one" sessions with randomly selected managers (first SGT and higher) and got the word out.

I don't totally understand WHAT is going to be "re-organized".  She needs to remember that you can't "legislate" ethics and morals.

The SHP has ALWAYS been too political.  Bringing in a new commander with NO NC political ties should definitely be considered.

Make significant change(s)

Lets not worry about cost.   The governor is the top official in the state that has direct influence over the highway patrol.   I think it is necessary to sometimes assert ones authority, and clearly that needs to be done in this case.

I used to think the highway patrol in this state were untouchable, but not anymore.   There is clearly a culture of infidelity that has been handed down through the decades.   The commander has unquestionably engaged in such behavior.   Governor Perdue needs to recognize that she made a mistake by promoting Col. Glover to his current position.   His background is compromised, and he cannot not effectively speak on matters regarding morales and ethics since he has such a sullied background.   All these guys getting caught in this nonsense tells me that it was allowed as long as you didn't get caught, by the right people.

The governor should make changes in the leadership structure.   I would strongly suggest that she find the best qualified female trooper for command leadership.   I think that would bring a level of credibility to the NCSHP

Giving her the benefit of the doubt, she might have tried to do something and the lawboys pulled out the pictures and papers showing they could put her out of office for her own bad deeds. Just like the Sec. of Agriculture was railroaded. The fact that all those guys drove to Raleigh for a 15 minute grandstanding speech, had to be a real motivation to have more integrity! (you don't motivate anyone to have integrity, if they don't have it they never will, zero tolerance is the only way to run a police force of any size!)

Is she really this stupid? I don't know what I find more embarrassing: the fact that a law enforcement agency previously admired as clean, fair, and tough is now better-known as a laughingstock of sexual hijinx and political favoritism; or the fact that our governor is just as dumb and tone-deaf as people have been saying.

This is just like Mary Easley's promotion - they are daring us to do something about it. And, frankly, it's a good bet. Come November, North Carolinians will continue to pull the straight-party lever in the voting booth.

SHP

As a retired member of the NCSHP, I believe it is still the ELITE law enforcement organization in the country.  Are there problems that exist in this organization?  Yes, as with any large employer.  Any organization that has over 1800 employees has personnel problems. Why do the readers never never hear about problems in the private sector or in the media such as the RNO?  The reason is simple, the NCSHP lives is a crystal glass that is observed by anyone that reads the newspaper or watches the evening news....It's easy to Monday morning quarterback while these troopers are out late at night arresting the drunks that kill and maim your friends and family.  Did you forget about that?  Give them the respect they deserve and let the Colonel (Glover) do his job.  Keep up the good work guys, you still have friends in the state!!

STATE POLICE

NC should go to a State Police with the SBI and SHP be Divisions.......Dictate highers standards across the board......The SHP needs to be out from under the Governor to reduce the politics........Law Enforcement heads and politics need to be as far as humanly possible away from one another........Look at Sheriffs..........you don't see a string of Police Chiefs arrested for corruption the way Sheriffs have been.......Politics corrupts at all levels......the SHP is eaten up with it.......as an organization...it is sick........all flash and no substance.

Did anyone else notice the abundance of Highway patrol cars driving around Raleigh this Morning. They seemed lost without a State Fair to attend. I asked one of these officers if he had been invited to the meeting and he just smiled and stated he had been invited and was planning to attend the meeting planned by our Governor....  I then passed on some advice I was given at one of my first jobs.... "No fishing off the company pier"

I admire our Highway Patrol and feel many would use this organization to express their political unhappiness with their failure to get the Charlotte mayor elected. It was a kind gesture for our Governor to respect the many employees of our Highway Patrol who do not behave improperly. It shows the respect the Governor has for this law enforcement agency and her respect for the Safety of our citizens.

Once again our Governor has acted appropriate in tough times as she leads our state through the thorny behavior of a few individuals. She shows she understands how in society some people will act in bad faith while the majority behave as expected. I am glad our Governor has given of herself and chosen to to lead our state through these tough times.

Governor Perdue's leadership is much welcomed rather than a man who stated drilling for oil off our coast would never cause any environmental damage since the Gulf states have never had an issue with the "Safe" technology used by oil companies....  We dodged a fool and elected a real leader. 

The reality about Bev is....

The perception and the reality are that Bev, as our governor does not personally adhere to the same "zero tolerance" policy regarding ethics that she has stated is grounds for being fired for everyone else within state government.  The problem is not the Troopers, but the poor examples of leadership and ethics displayed by the supposed leaders of our state, including Young, Glover, ABC Board, DOT, Campaign staff, Ferry group and most importantly, Beverly Perdue.

The citizens of NC are moving closer to having a zero tolerence for its milquetoast governor. One could only take away from the brief news conference that the SHP is virtually untouchable; that crowd gets another pass.

Disgusting

Governor Perdue's inability or unwillingness to take the appropriate action is disgusting.  The rank and file in the SHP (and for that matter Crime Control) have no respect for the Colonel or the Secretary (or the other leaders in the department of Crime Control and Public Safety). That is a major problem, but a bigger problem is that the citizens of NC have lost respect for them also.  We need a governor that will take action and lead not waste money on consultants, restructuring, ethics and management training, which has been done in the past. It did not work then, it will not work now.  Perdue, WAKE UP.
