Lottery wants to pitch tickets in Spanish


State lottery officials want to start advertising lottery tickets in Spanish.

There's a catch. The 2005 law that created the lottery states, "No advertising may intentionally target specific groups or economic classes."

So that leaves lottery officials trying to figure out how to market to Hispanics without targeting a specific group. Advertising has always been a sensitive issue for the lottery since critics don't want government encouraging people to gamble.

The lottery was created to raise money for education programs and Executive Director Tom Shaheen said there is a large untapped market. Out of 5,900 retailers, lottery officials figure that nearly 200 have a customer base in which at least half don't speak English.

So, Shaheen told lottery commission members Wednesday, he'd like permission to work up Spanish radio and print ads within the law.

"Thanks for throwing us into that briar patch," Commission chairman John McArthur joked.

The ads would not necessarily be translations of the English language ads already running. The lottery's marketing staff would ensure they are culturally relevant.

"I strongly feel it's an opportunity to for us," said Commission member Bridget-Anne Hampden. "It's recognizing the diversity of our state."

The commission told lottery staff to come back with a proposal on how they would propose to legally advertise in Spanish.

Speaking of advertising...

Is the N&O banner ad I just saw at the top targeting a specific group or class of people? You know, the type of people that are too dense to understand that "Zillion" is not a real number, and even if it was, you'd have to spend tens of zillions on groceries in order to save the zillions from coupons subscribing to the Sunday N&O would provide you?

Is there a coupon in there for 10% off psychotherapy to alleviate advertising-related stress? I need that.

I admire our lottery professionals for thinking of the disenfranchised, the poor,the downtrodden. Just because you cannot speak English should not bar you from purchasing a lotto ticket. Are we not a nation who views everyone as equal in the eyes of the law? Would we purposely deny someone the opportunity to make millions? This is America!

I know in my heart that those immigrants who steamed by the Statue of Liberty knew that America was a place of freedom......freedom to buy a lottery ticket and support education.

I would hope that a course will be designed for NC's primary schools across our state which educates our children in the benefits of the lottery. What's the difference between a PowerBall and a PowerPlay? Do you have to pay cash or can you charge your lotto cards against your food stamp credit card? Did Opie try to catch a lake trout with PB & J?

The lottery should be available to us all, regardless of race, creed or language! Require the convenience stores to have a multi-lingual clerk on duty at all times. It should be the law! The lottery is our future and unless we step up to the plate our state will be no better than the automakers.

Well, why shouldn't we do this for them? Heck, doing this we are just enabling them not to learn the language and become part of America. It's just like when you go the DMV for your lisc. renewal...if you are a "white" perosn....you are not listed as Caucasian anylonger....we are now known as "NL"....NON LATINO. LMAO I couldn't believe that a year ago when I saw this when I needed to renew.

I take issue with the fact that our Lottery Commission wants to print Lottery tickets in Spanish. English is our national language and should be made so by the General Assembly.
How much would this cost the citizens of North Carolina and how much will it take away from the monies that are supposedly for education? Furthermore, if they are illegal should they be
eligible to win?

Do I note a bit of desperation by the folks making big bucks to run the "sure fire" money-making educational lottery? How much is this move going to cost? Maybe they should consult the Democracts on how to get this one "across" on the LEGAL citizens on North Carolina!!! Isn't this another form of racial profiling?

Are they going to discriminate by only using Spanish? Why not Russian, German, Polish, Chinese, etc.? Why do Spanish speaking people seem to get special treatment? If illegal aliens win the lottery, do they get the money?

They can't target specific groups, but they want to make the new ads "culturally relevant"? Am I the only one who can see the inherent conflict in these statements?
