Shortly before he was appointed legislative director for Gov.-elect Beverly Perdue, Courtney Crowder wrote a report on what her administration might do.
Then working for Raleigh public relations firm Capstrat, Crowder was one of five analysts and lobbyists on the firm's government relations team who authored "Now What?"
The 10-page report said that Perdue would focus on early childhood education, mental health reform and championing "green collar jobs" among other things.
