A May 6, 2008, letter from Attorney General Roy Cooper's office advising the state's community colleges and universities to not admit illegal immigrants.

The letter from general counsel J.B. Kelly argues that a policy of exclusion would "more likely withstand judicial scrutiny."

It also notes that state legislators could pass a law allowing immigrants to attend.
