The Cook Political Report says the Senate race is even more competitive.
The nonpartisan analysts previously ranked the race between U.S. Sen. Elizabeth Dole and Democrat Kay Hagan as "likely Republican."
It now ranks the state as "leans Republican." That is one degree above "toss up" in the report's ratings.
The analysis defines leaning states this way: "These are considered competitive races but one party has an advantage."
The rating change came as national Democrats signaled that they may spend as much as $6 million on the Senate race in North Carolina.
In May, the report shifted the race from "solid Republican" to "likely Republican."

I still think its just too far out of reach. Hagan just doesn't have the name recognition. Although it is always possible depending on what the Dem Party does for her, they need to link her heavily with the Obama campaign to gain more ground.
