Bev: is she incompetent or corrupt?

The common denominator regarding the recent articles by the N&O about the problems in the various departments of our state government seems to be Bev Perdue.  But for the life of me, I can't figure out if she is just incompetent in her role as governor or chief executive as she is pleading ignorance on everything that is going on with her team.  Or has she just learned to be another politician to condone the good old boy network and their corrupt behaviors.  I think that I have concluded that she is BOTH incompetent and corrupt.
