She will expand a program that will train public safety leaders, first responders and other security professionals.  <title>Cigarettes, booze for teachers, mental health</title>

Administrators would receive a 6 percent raise.&lt;/p&gt;&lt;p&gt;This is Easley&amp;#39;s last budget proposal. He is prohibited by law from seeking a third term.
