Medicaid, the government insurance for the poor and disabled, is the fastest growing program in the state budget, according to a new study by the &lt;a href=&quot;http://www.nccppr.org/&quot; target=&quot;_blank&quot;&gt;N.C. Center for Public Policy Research&lt;/a&gt;.
&lt;/p&gt;
&lt;p&gt;
North Carolina, the 10th most populous state, ranks 9th in Medicaid spending, the report says. And the state&#039;s Medicaid budget is on track to continue its growth as the pollution ages because the insurance covers long-term care, Lynn Bonner reports.

&lt;p&gt;The director of the &lt;a href=&quot;http://www.nccppr.org/&quot;&gt;N.C. Center for Public Policy Research&lt;/a&gt; said that the number of retirees in the state legislature has increased in recent years because of the relatively low pay.&lt;/p&gt;
&lt;p&gt;In 2000, the nonprofit group studied pay in states with comparable populations, legislative workloads and days in session. That study found that only Texas and Georgia paid as little as North Carolina.&lt;/p&gt;</description>
