&lt;p&gt;Two years ago, State Highway Patrol Capt. Marc Nichols was on leave for nearly three months to deal with an extended illness that required two surgeries. The entire leave was covered by comp time he had built up.&lt;/p&gt;
&lt;p&gt;North Carolina offers its workers and educators compensation and retirement benefits that are often much better than the private sector&amp;#39;s and, in at least one case, unusual even among public-sector employees, according to an N&amp;amp;O analysis.&lt;/p&gt;</description>

&lt;p&gt;The Senate Appropriations Committee today approved &lt;a href=&quot;http://www.ncleg.net/gascripts/BillLookUp/BillLookUp.pl?Session=2009&amp;amp;BillID=S287&quot;&gt;legislation&lt;/a&gt; that would cost the general fund $250 &lt;strong&gt;million&lt;/strong&gt; for the current fiscal year ending June 30, and another $609 million for the next two fiscal years, Dan Kane reports.  &lt;/p&gt;</description>

&lt;p&gt;The health plan is spending more than it is taking in, and as a result it faces a $260 million shortfall by June 30, the end of the fiscal year. Lawmakers are hoping to prop up the plan by drawing from the state&amp;#39;s &amp;quot;rainy day fund.&amp;quot;&lt;/p&gt;</description>

&lt;p&gt;Campaign finance reports show that the state Democratic Party received $730,000 from three union political action committees. The party then turned around and gave Lt.
