As chairman, Wynn will have to help develop programs and initiatives for the division and manage a staff and a budget.&lt;/p&gt;&lt;p&gt;Wynn has nearly 20 years experience as an appellate judge in North Carolina,  joining the &lt;a href=&quot;http://www.nccourts.org/Courts/Appellate/Supreme/Default.asp&quot;&gt;N.C.
