Carl Mumpower is a candidate for the 11th Congressional District seat and a member of the Asheville City Council.  

Early Life and Education

Ralph Carl Mumpower II was born on Dec. 4, 1952, in London, England, to Ralph and Joy Mumpower. His father was a sailor in the U.S. Navy; his mother was a homemaker from England. The couple soon divorced.

He graduated from Charles D. Owen High School in Black Mountain in 1970.

After high school, he joined the U.S. Air Force, serving three years, including one tour of duty in Vietnam. He left the service with a rank of sergeant.

He then earned an associate's degree in general studies from Okaloosa-Walton Junior College (now Okaloosa-Walton College) in Niceville, Fla., in 1973. 

He then studied at Saint Leo College (now Saint Leo University) near Tampa, Fla., earning a bachelor's degree in psychology in 1974.

He earned a master of arts in counseling from Western Carolina University in 1975 and a master of social work from the University of Georgia in 1976. 

He earned a doctorate in clinical psychology from Union Institute in 1985.

Professional Career

From 1976 to 1978, Mumpower worked as a staff therapist for the Family Services Center in Asheville.

In 1978, he opened a private therapy practice as a psychologist, working with adults, children and families.

He is a licensed practicing psychologist, a licensed non-practicing clinical social worker and a licensed marital and family therapist in North Carolina.

He is authors of the books "Vietnam: Coming All the Way Home," "IntraActive Therapy," "A Guy's Guide to Marriage," and "A Couple's Guide to Divorce." 

Political Career

He served on the Asheville Civic Center Commission for four years starting in the late 1990s, including a two-year stint as chairman.

In 2001, he ran for the Asheville City Council. Although it's a nonpartisan post, he is known as the lone conservative on an otherwise liberal council. All council seats are elected at-large.

In office, he's opposed illegal drugs sales and argued for fiscal restraint on the city budget.

He served as vice mayor from 2003 to 2005.

In September of 2007, Mumpower announced he would run for the Republican nomination for the 11th Congressional District seat currently held by Rep. Heath Shuler

If elected, he said he would focus on fighting the federal budget deficit, reducing government's role in health care and helping constituents handle problems with the federal government.
