Bob Orr argued that his background shows a commitment to education.

In his responses to a 23-question survey by the N.C. Association of Educators, the former Supreme Court justice cited his opinion upholding the Leandro decision and his previous endorsements from the teachers groups.

On the issues, he said that he does not believe school vouchers or the state lottery are constitutional, but he does support using lottery money for education in the meantime. He said he would support increasing the cap on charter schools.

He said that he thinks salaries for teachers are not competitive in poorer counties, but he's not sure that's true across the state.

In addition, he criticized the No Child Left Behind Act, saying it "has not produced the desired results," although it has "apparently done a pretty good job in pointing out deficiencies."
