 <description>&lt;p&gt;I spent 25 years in the newspaper business, most of it writing about government and the people who run it. I would have to rate Phil Kirk as one of the top 5 public servants out of all the hundreds upon hundreds I met or wrote about. He was both able and accessible. Smart, too. I suspect he will do some good things for his latest employer. Too bad he doesn&#039;t still manage one of our faltering state agencies.&lt;br /&gt;

Staff were treated with respect and professionally. Even though I was of an opposing party -- I always held Phil in the highest respect. &lt;/p&gt;</description>
