 <description>&lt;p&gt;It&#039;s my understanding that localities have always been able to seek a bailout under the Section 5 preclearance requirement.  At least nine jurisdictions did just that, long before Northwest Austin blah blah v. Holder.  SCOTUS didn&#039;t really &quot;allow&quot; anything at all; at best it merely clarified the meaning of &quot;political subdivision&quot; to include the Northwest Austin blah blah blah.&lt;/p&gt;</description>

 <description>&lt;p&gt;The previous commenter is right.  Neither Orr nor Smith can beat Perdue or Moore.  But more important, Graham can&#039;t win the Republican nomination.  His conservative credentials are highly suspect, and even the stalwarts of the Republican machine are uncomfortable with his recent conversion to the dark side.&lt;/p&gt;
&lt;p&gt;Which give the NC-POG a real dilemma:&lt;/p&gt;
&lt;p&gt;Orr:  On the payroll of and beholden to Art Pope, who is possibly the most divisive man in North Carolina, to my knowledge. &lt;/p&gt;
&lt;p&gt;Smith:  Been slopping at the public highway construction trough for so long, he forgot how he made all his money.  &lt;a hrf=&quot;http://64.13.248.101/the-three-stooges&quot;&gt;Have you heard he&#039;s a farmer?&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;Graham:  Astro-turf trial lawyer with no experience doing anything except promoting himself.&lt;/p&gt;</description>
