where are all the outraged small government conservatives on this one?

first two times, an infraction; third time, a misdemeanor...sounds to me like a good template for how the criminal system should handle that other, mellower, ubiquitous herb.

this is ridiculous!!!! i can seen banning spitting but not saliva!
are we all supposed to walk around with dry mouths?

So - what happens if I trim to flowers to make them bloom more? I guess I can't throw them in the firepot ...
