No, Clarence Stone of Rockingham County was elected President Pro Tem on convening in 1963, he immediately became President, and the Senate as its next order of business elected Uncle Ralph as Pro Tem.

Thanks, gercohen. I notice that Ralph Scott (of the Scott dynasty) is listed as president pro tem of the senate for 1963. Does that mean that he was actually president of the Senate then?

awbeal is absolutely correct. There is no provision in the constitution for filling a vacancy in Lt. Governor, although the Constitution does provide for what happens to MOST of the duties of that office. The constitution provides that the President Pro Tem of the Senate becomes President of the Senate, and the Senate then proceeds to elect a new President Pro Tem. The President of the Senate is then first in line for succession. If a vacancy as Lt Gov occurred January 1, 2011, then the President Pro Tem elected at the convening of the 2011 session immediately becomes President, and the Senate then elects a new President Pro Tem. This is what happened on convening of the 1963 Session. From January 1, 2011 until convening of the 2011 Session, the Secretary of State would be first in line for succession.

Correct me if I'm wrong, RTB, but if Dalton ran and won, thus vacating the LG's office, his office would remain vacant for the rest of his term. The last time there was a vacancy was when Harvey Cloyd Philpott died after only 8 months in office, on August 18, 1961. There was no LG for almost the next four years.
I don't think anything in the law has changed since 1961 allowing for a mechanism to replace the LG.

Good point. It also seems to pick up on the other meaning of "chunked" as tearing something larger (in this case, the sod) into chunks.

true, but in this situation it is completely different. Chunk in golf has a negative denotation, where as the southern colloquialism does not.

But it does seem to have a similar meaning of hitting something into the air.

Chunk has a different meaning in relationship to golf than what you are thinking about. In golf it means you hit the ground before you hit the ball leaving a huge divot (chunk of dirt).

Chunk is the Southern version of chuck. You see, the letter “c” and the letter “k” are pronounced somewhat alike down here in the South. So to make it easier on the children, we substitute “n” in cases where “c” is followed by a “k.” In economics it is known as the rule of “78’s.”

For example, “Walker, Texas Ranger” is Chunk Norris. Fried chicken is actually fried chinken. And Beckwith is really Benkwith. It is much easier to understand than that business about “eye before e except after c.”

I am no expert but I do have a Masters degree in English from North Carolina State University.

Speas also pled against the Stephenson decision, on behalf of The State, and Roy Cooper, who apparently has never been in a courtroom throughout his entire tenure as AG.

Stephenson, or rather how the Plaintiff's natural right to examine compliance with that decision, was derailed in Nov. 2003 by Black and Decker and Morgan.

The Pender case, based on the Stephenson precedent, is upon us, as soon will be the Census, again. It's a good thing the Governor has no voice in redistricting matters.

"Unfortunately, the media in this state is to the left of Hugo Chavez," he said. "I have worked most states east of the Mississippi and a couple on the other side, and I have never seen anything like this. That was a great example of a hack job."

The media in North Carolina is not left of Hugo Chavez. There is no media in North Carolina. Most of our media is absentee ownership. The media here in North Carolina represents the views of the boss back at the home office in anytown, USA.

The absentee ownership ran off our redneck media people. Our homegrown media people now work for Betty the Bojangles biscuit maker. Newspapers no longer print news, they print money. And with less money being made will be more long distance news from the home office. The views of North Carolina are formulated in California by Southern California rednecks.

Take me to your Leader

"Home is where your dog's at".

Sen. Elizabeth Dole, locked in a tight race in North Carolina, couldn't make it to a neighbor's cocktail party in Washington on Friday. So she sent a popular family member instead: Leader, the family dog.

While the senator and her husband, Bob Dole, worked the rope lines in her home state, the miniature schnauzer was the life of the party at the Watergate, the Doles' D.C. base.

This is really a stretch to blame the media for what we have been talking about for six years in this state. Every time Dan was asked about the time spent in the state, no documentation. When he was asked about her non-participation on the banking committee, no documentation. This is what it has come down to, because in reality, her heart was not into the interests of this state to begin with.

"McLagan said the charge was "unfair."

"Unfortunately, the media in this state is to the left of Hugo Chavez," he said."

I suppose they're "godless", too?

Listen - my politics are pretty left, though not in the Hugo Chavez neighborhood. The NC media is, in my opinion, fairly dead center - which is how it should be, I suppose.

And it's typical of Dole's campaign to blame the media. If Dole travelled here on her own dime, she still would have record of it in her datebook or calendar. Someone in her office must keep one. They could have rebutted with actual dates, but instead, they blame the media -- that tells me that 1)The claims were accurate, and 2) Dole's campaign is trying to create distraction by blaming the media for Dole's inaction.

That's one of the reasons I voted for Kay Hagan. Enough of this.
