 <description>&lt;p&gt;Apparently passing a Budget is not so important to the Senate. Loading a budget bill up with non-budget legislation is a great way to keep the session going until Halloween. If they want to do this kind of thing &amp;amp; it&#039;s important enough they should run it in a separate bill instead of playing political trick or treat in the middle of a fiscal crisis. &lt;/p&gt;</description>

 <description>&lt;p&gt;Not just a flip-flop.  She states that the voters don&#039;t think it matters.  This clearly points out she is more concerned about public opinion instead of providing leadership for NC.  If she believes that the governor is in charge of education then the governor should appoint who they believe will best lead the state education dept.  Remove the disconnect and politics.  If voters don&#039;t think it matters whether the superintendent is elected or appointed, then they don&#039;t care who is elected superintendent.  Even more important that the governor appoints the superintendent.  Bottom line is Beverly makes decisions based on polls.  She is a follower not a leader.&lt;/p&gt;</description>

 <description>&lt;p&gt;Even with Jim Long&#039;s 12%, and this is said most respectfully, please keep in mind at least three things:  &lt;/p&gt;
&lt;p&gt;(1) Insurance Commissioner Long had higher name recognition than many of the public persons whose names were in that survey, even with 12% ... &lt;/p&gt;
&lt;p&gt;(2)  I believe the poll was done several years after the last statewide election where the Council of State was on the ballot.  An even better test would be to sample the name recognition of these folks when the electorate is focused on who is running and/or serving in office (i.e., at least in an election year, most particularly by August-Sept of any given election year, in my opinion) ... The period of time when the name recognition is at its nadir or least for many statewide and other officials is between elections, such as when the survey was taken.&lt;/p&gt;
&lt;p&gt;(3)  Notwithstanding, I&#039;m pretty sure that Commissioner Long still garnered the HIGHEST percentage of the vote totals of anyone running for the Council of State in 2004, something akin to 57%. I&#039;ll double-check.&lt;/p&gt;
&lt;p&gt;*In the interest of full disclosure:  I am presently the new Vice President of the NC Center for Voter Education, and have been a member of the Board of Directors since 2005.&lt;/p&gt;
&lt;p&gt;Meanwhile, thanks again to the Legion of Dome for the great work it does in keeping us Dome-philes flush full of info, data, scoops, puns, and punditry (and the occasional chuckle).&lt;/p&gt;</description>
