 <description>&lt;p&gt;Of course not. Paying early is lending money to the government at zero interest.&lt;/p&gt;
&lt;p&gt;What I am wondering is if by paying throughout the year, as most people do with withholdings, rather than at the end, people would be able to escape the surcharge. I read some reports a couple weeks ago that suggested that the surcharge would be applied only to any tax amount still due at filing time. I can&#039;t imagine that the politicians would set it up in such a strange way, so the reports (not in the N&amp;amp;O) may just be unclear reporting. There is a lot of unclear reporting these days.&lt;/p&gt;</description>

 <description>&lt;p&gt;The story needs to be clearer about what is meant by &quot;tax liability&quot;. Is that the same as the &quot;North Carolina Income Tax&quot; line on the tax form? If so, then people&#039;s tax bill for the year would be increased by the surcharge percentage regardless of whether they had too much or too little withheld from their paychecks during the tax year. Some reports, however, make it sound as though the surcharge applies only to the amount of tax still owed at tax filing time. In that case, if a person had the right amount withheld throughout the year, the surcharge might be very small or none at all.&lt;/p&gt;</description>

&lt;p&gt;We are now in the top five of states for the highest unemployment. Maybe it is time for the Democrats to cut programs that are not needed or essential. And give businesses and individuals that actually pay taxes in NC a break. If we have more liquid income we will trickle that back up, LOL.&lt;/p&gt;</description>
