After Jim Black pushed through the "Ethics Law", NC got a sense of how a law's title may sound good, but actually isn't. (a good name for the actual law would have been "Keeping misdeeds secret".)

So these titles are hard to work with. The term-limit sounds like a term-limit, but with experience in NC state government operations, one can hardly assume that the title means anything.

Education Lottery anyone?

Unless it was stripped bare, it likely doesn't bear any resemblance to the one they sent over.

A report released today by the Locke Foundation finds that education tax credits for special-needs students would improve their academic performance, boost parent satisfaction in the education system, and save the state millions of dollars.
