 <description>&lt;p&gt;The problem with drought plans is easily reflected in the comment below. People will only conserve when they see themselves in a crisis, and a little bit of rainfall is enough to make them think everything&#039;s fine. Well, it&#039;s not fine, and it hasn&#039;t been for some time now. &lt;/p&gt;
&lt;p&gt;We need to change the way we handle water, which means we need to change the design of our homes and buildings. Reusing grey water for toilets and irrigation saves an incredible amount of potable water, even when people aren&#039;t trying to conserve.&lt;/p&gt;</description>

 <description>&lt;p&gt;Pryor Gibson likes as much citizen oppression thru laws as possible.  Im sure he DOES want to ADD MORE THINGS!!!  Never met a democrackkk who didnt want to add more restrictions...strive to be smarter than a NC democrackkk!&lt;/p&gt;
&lt;p&gt;Now where is it that Gibson&#039;s children attend school?  In Rawleigh you say?&lt;br /&gt;

 <description>&lt;p&gt;Here&#039;s your first &quot;low-hanging fruit&quot;: all new developments should (by law) be required to limit impermeable surfaces and grade the unsurfaced land to encourage groundwater infiltration. We also need to install cisterns with the same vigor we install/service roads.&lt;/p&gt;
&lt;p&gt;The bottom line is we need to capture a lot more of our rainfall, which will ease drought and cut down on stormwater runoff, which is apparently getting worse.&lt;/p&gt;</description>

 <description>&lt;p&gt;Wow I bet farm groups do oppose this.  Just think of all the industrial factory farms for hogs, chickens and turkeys in NC.  Don&#039;t know about the chickens and turkeys but the hog factory farms use a lot of water daily. These operations suck a lot of water out of the ground.  Some may recycle but probably alot do not.  Maybe DENR should try and figure out just how much water is being used just in eastern NC by industrial factory farms.  Then you have the huge cone of depression under Smithfield Foods in Tar Heel.  Salt water intrusion in areas in Bladen County.  &lt;/p&gt;</description>

 <description>&lt;p&gt;The lakes maybe full, but the water table is not back to where it should be.  The end result is another, possibly worse, drought this summer.  &lt;/p&gt;
&lt;p&gt;If it weren&#039;t for the dams and proper water management the lakes would be no where near full.  &lt;/p&gt;</description>

 <description>&lt;p&gt;Google is probably getting free water, but Bob Orr has been an outspoken critic of corporate welfare for years.  Remember he attempted to sue the state over the huge incentive package it gave to Dell.  Orr is the only one actually speaking on issues, besides that is because he is the underdog candidate.  All the &quot;established&quot; candidates are sitting on their comfy leads and trying not to take a stance on any issues, because they fear they might offend someone.&lt;/p&gt;</description>
