 <description>&lt;p&gt;Not just a flip-flop.  She states that the voters don&#039;t think it matters.  This clearly points out she is more concerned about public opinion instead of providing leadership for NC.  If she believes that the governor is in charge of education then the governor should appoint who they believe will best lead the state education dept.  Remove the disconnect and politics.  If voters don&#039;t think it matters whether the superintendent is elected or appointed, then they don&#039;t care who is elected superintendent.  Even more important that the governor appoints the superintendent.  Bottom line is Beverly makes decisions based on polls.  She is a follower not a leader.&lt;/p&gt;</description>
