Gov. Dennis Wicker and &lt;a href=&quot;/under_the_dome/perdue_outlines_election_reform&quot;&gt;reintroduced&lt;/a&gt; by &lt;a href=&quot;/dome/profiles/beverly_perdue&quot;&gt;Beverly Perdue&lt;/a&gt;.&lt;/p&gt;&lt;p&gt;Under the proposal, the state would create an endowment that would pay for campaigns by candidates who agreed to spend their time on the campaign trail.&lt;/p&gt;&lt;p&gt;Moore would require candidates to agree to twice-monthly debates in the first two months and weekly from March to the primary, be available to meet with reporters weekly and give public speeches twice a month.&lt;/p&gt;&lt;p&gt;A bipartisan board would structure the debates, choose a moderator and approve funding.&lt;/p&gt;&lt;p&gt;&amp;quot;Voters are more tuned into the presidential primary than ever before,&amp;quot; Moore said in a statement. &amp;quot;They are turning out to vote in record numbers because they have seen the candidates on stage in regular speeches, in twenty-six lengthy, detailed, free form debates, and in regular interviews with reporters.&amp;quot;&lt;/p&gt;&lt;/div&gt;
