Moore proposes campaign reform

Richard Moore has proposed an endowment to fund gubernatorial campaigns.

The Democratic gubernatorial candidate introduced his proposal for "Democracy in Action" fund, saying it is basedon a 1995 proposal by then Lt. Gov. Dennis Wicker and reintroduced by Beverly Perdue.

Under the proposal, the state would create an endowment that would pay for campaigns by candidates who agreed to spend their time on the campaign trail.

Moore would require candidates to agree to twice-monthly debates in the first two months and weekly from March to the primary, be available to meet with reporters weekly and give public speeches twice a month.

A bipartisan board would structure the debates, choose a moderator and approve funding.

"Voters are more tuned into the presidential primary than ever before," Moore said in a statement. "They are turning out to vote in record numbers because they have seen the candidates on stage in regular speeches, in twenty-six lengthy, detailed, free form debates, and in regular interviews with reporters."
