 <description>&lt;p&gt;What a joke.&lt;/p&gt;
&lt;p&gt;The first half of her &quot;plan&quot; to clean up politics is a direct attack on her opponent Richard Moore.&lt;/p&gt;
&lt;p&gt;Once you actually get to the substance of this &quot;plan&quot; it&#039;s just a warmed over hybrid of the pot o&#039; money that Russ Feingold proposed to fund elections back in 1999.&lt;/p&gt;
&lt;p&gt;Putting aside the legal and constitutional issues surrounding the limitation of political speech that have killed every similar proposal, this is politically dumb. What do you think the average voter thinks about having to pay for these politicians campaigns with their tax money?&lt;/p&gt;
&lt;p&gt;These politicians have so screwed up our elections taking semi-legal bribes and ignoring the needs of the state that now they want me to pay for their campaigns? Their ugly negative campaigns that call me during dinner and interrupt Oprah? &lt;/p&gt;
&lt;p&gt;THEY WANT ME TO PAY THEM TO NOT BE CORRUPT! How infuriating. &lt;/p&gt;</description>

Wib Gulley&amp;#39;s 1995 bill, which was praised by &lt;a href=&quot;http://www.commoncause.org/northcarolina&quot;&gt;Common Cause&lt;/a&gt; and the League of Women Voters, and a similar endowment for Congressional campaigns proposed by U.S. Sen. Russ Feingold and Vice President Al Gore.&lt;/p&gt;&lt;p&gt;A bipartisan board of 12 individuals appointed by legislative leaders would run the endowment, select the major issues and determine if candidates had qualified with signatures and small donations.&lt;/p&gt;&lt;p&gt;Participating campaigns would not be allowed to use personal wealth or spend additional money on advertising. &lt;/p&gt;&lt;/div&gt;
