Marketing quotas are based on either acres of tobacco planted or pounds of tobacco produced. </p> <p>Tobacco producers are owners, operators, landlords, tenants or sharecroppers who produced tobacco during 2002, 2003 or 2004.</p> <p>Payments are based on the pounds of tobacco produced by a farm.
