He also said unemployment is rising.&lt;/p&gt;&lt;p&gt;He also took what may have been a veiled shot at his rivals, saying that the state needs a &amp;quot;leader,&amp;quot; not a &amp;quot;critic&amp;quot; (Graham?) and a &amp;quot;politician&amp;quot; (Orr?). &lt;/p&gt;&lt;/div&gt;
