Center for Public Policy Research&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;The Raleigh-based nonprofit began the survey in 1977, asking legislators, lobbyists and reporters to rank members of the N.C. House of Representatives and the N.C. Senate on their political effectiveness.&lt;/p&gt;
&lt;p&gt;Respondents are asked to base their score on legislators&amp;#39; committee work, their skill in floor debates, their general knowledge and expertise, their respect and political power, their skills in persuasion and their ability to influence the legislative process. &lt;/p&gt;
&lt;p&gt;The nonprofit surveys legislators, lobbyists and reporters, then comes up with a number by giving equal weight to the average score from each group.&lt;/p&gt;
