Center for Public Policy Research</a>.</p> <p>The Raleigh-based nonprofit began the survey in 1977, asking legislators, lobbyists and reporters to rank members of the N.C. House of Representatives and the N.C. Senate on their political effectiveness.</p> <p>Respondents are asked to base their score on legislators&#39; committee work, their skill in floor debates, their general knowledge and expertise, their respect and political power, their skills in persuasion and their ability to influence the legislative process. </p> <p>The nonprofit surveys legislators, lobbyists and reporters, then comes up with a number by giving equal weight to the average score from each group.</p> <p>The scores are listed in <a href="http://www.nccppr.org/form.html">Article II</a>, the nonprofit&#39;s biannual guide to the legislature. </p></div></div></div> http://projects.newsobserver.com/faq/what_is_the_effectiveness_ranking#comment Article II effectiveness rankings N.C.
