Districts also would be required to offer an optional program focusing on the effectiveness of contraceptives and preventing sexually transmitted diseases.</p><p>Rep. <a href="http://www.ncleg.net/gascripts/members/viewMember.pl?sChamber=House&amp;nUserID=463">Susan Fisher</a> of Buncombe County is the sponsor of the House version of the bill.
