A number of bills never made it past the legislature.
The bills would have:
Prohibited smoking in public spaces such as restaurants and workplaces.
Rolled back a law requiring most schools to open on or after Aug. 25.
Called for a public vote on banning same-sex marriage in the constitution.
Prohibited corporal punishment in schools.
Called for a public vote on amending the state constitution to bar governments from taking property for economic development purposes.

Repealed a tuition break at all UNC campuses for graduates of the N.C. School of Science and Mathematics.
Allowed sheriffs to communicate pistol-permit denials to their colleagues to prevent sheriffs from approving pistol permits for people who shouldn’t have them because of mental problems, domestic violence or other situations that might lead to violence.
Set standards for schools to prevent bullying.
Directed the legislature to consider putting a major park on Dix Hill in Raleigh as long as it raises money for mental health treatment.
Suspended executions for two years.
Penalized those who knowingly failed to report a lost or stolen gun with a citation on first offense and a misdemeanor thereafter.
Allowed prosecutors to charge caregivers who neglect children with a felony.
Required MySpace and other social-networking sites to get parental consent before children under the age of 18 can join.
Allowed 375 feet of tree cutting in front of billboards, up from 250 feet.
Regulated those who sell tickets over the Internet to concerts and other events.
Directed the state's Electoral College delegates to vote for the presidential candidate with the most votes nationwide — not the one with the most votes in the state — if a national movement to make such changes proves successful.
Distributed the state's Electoral College delegates among winners of each Congressional District, with two going to the statewide winner.
Made district attorney elections nonpartisan.
Outlawed talking on hand-held phones while driving.
