A Senate bill to outlaw talking on hand-held cell phones while driving is probably dead for the year, said its sponsor, Sen. Charlie Dannelly, Lynn Bonner reports.
The Senate was scheduled to vote on the proposal Thursday, but Dannelly asked that it be sent back to a committee.
"I don't like to run bills that have the potential for failing," the Charlotte Democrat said.
