Graham's lottery trust


Bill Graham wants to create a trust fund for the state lottery.

At a debate this morning before the N.C. School Boards Association's annual meeting, the Salisbury attorney said that he was not "a wild fan" of the lottery beforehand, but he still wants to use the money.

"We're the dog that caught the car on the lottery," he said.

Graham said he would create what he called "a Children's Education Trust" to disburse lottery proceeds in the future.

He said a portion of the revenue would go back to local school boards to spend "wherever you need to spend them."

Can you tell me if the Public Charter Schools have begun to receive any of the Lottery Education monies? And if not, why don't they receive a fair portion? They do not even have the expenses of a cafeteria or buses, but yet have to go out and buy used furniture from other public schools' who get new furniture? I feel they should get an extra portion to pay their teachers more since they have the other bigger expenses.

Maybe I'm just not understanding the whole idea of a charter school.....thank you for a lay-person's explanation! G. Casey
