Don Beason had some thoughts on lobbying a few years ago.
In 2004, Beason served on the Lobbying Advisory Council, which was set up to give advice to Secretary of State Elaine Marshall on new regulations.
During a March 24 discussion, the panel discussed whether it should propose "an alteration in the enforcement scheme" on lobbying violations. According to the minutes, Beason spoke first:
Don Beason said the Speaker of the House should be notified when a legislator or lobbyist is in violation of regulations.
Later, the discussion turned to a grievance process that would protect a lobbyist's reputation.
Don Beason asked the SOS staff if the $200 fee was a sufficient amount of money to enforce violations. He also suggested the SOS staff experiment with regulating violations without sending the complaint to the AG and DA.
That would be the Secretary of State, the Attorney General and the District Attorney.
