Don Beason was hired by Progress Energy for more than lobbying.
A spokeswoman for the electric utility told Dome that she would not discuss the details of his contract.
However, she indicated that Beason made more than the $8,500 he reported in the first half of this year on his lobbying disclosure forms.
"Mr. Beason had a consulting contract with us that included lobbying," said spokeswoman Cari Boyce. "The money that was spent on lobbying was reported."
Some have argued that secondary contracts — ostensibly for something other than lobbying — have been used to pay lobbyists beyond their reported salaries.
As previously noted, Beason reported earning from Progress Energy one-fourth what he did from Catawba County, which as a government agency had to report his entire contract.
Only 5 percent of his 2004 contract with IBM worth $60,000 total was for lobbying.
